(a) The City has received an application for a Planned Development (PD) District from Dulles Ventures, LLC to allow for a new single family residential subdivision. The subject 4.89 acre vacant property is zoned RCT (Residential, Commercial and Technology) and is located approximately 1/2 mile south of Highway 90, on the east side of Dulles Avenue (see attached location map). The proposed single family residential subdivision consists of 48 lots with private streets, off-street parking and common areas (a playground and perimeter trail) to be maintained by the HOA. See specific details in the submitted application booklet. (b) Public Hearing on the Planned Development District. (c) Discussion of comments made during Public hearing. (d) Consideration of appropriate action on items (a-c).
(a) The City received a petition for a Final Plat from Stafford Mobile Home Park, Inc. and 3401 5th Street LLC (owners) consisting of 23.29 acres of land located approximately 750 feet north of the intersection of Lexington Boulevard and 5th Street, on the east side of 5th Street in the City of Stafford ETJ. See attached map for location. The Preliminary Plat was approved by City Council February 6, 2019. The Plat will combine two (2) parcels (Parcel ID 0064-00-000-2138-907 - 9.3 acres - vacant land) and Parcel ID 0064-00-000-2550-907 - 14.2 acres - Stafford Mobile Home Park) into one (1) block with one (1) unrestricted reserve. The applicant has provided a 6,022 s.f. right-of-way dedication for 5th Street which is designated as a Major Thoroughfare on the City's Thoroughfare Plan that requires a minimum right-of-way width of 100 feet. The applicant has provided a revised draft Ordinance for review (see attached). Background The City received a petition from Stafford 59 & Airport, LP to amend the text of the City's Comprehensive Zoning Ordinance. More specifically, modifications to Sections 102-83.1(B) - Additional Requirements by Use Type - "Hotels" and Section 102-171(H)(5) - Supplemental Regulations for Hotels in the MU-2 - Mixed Use Zoning District. The applicant is the developer of "The Grid", a 192 acre mixed use project under construction at the southeast corner of U.S. Highway 59 and West Airport Boulevard in the MU-2 - Mixed Use Zoning District. The applicant's proposed changes to the Zoning Ordinance reflect modern hospitality practices and design (accessibility), including on-line check-in/out in order to attract and secure a first class hotel for this development.
